J400 is the monitor connector, not a chip. If colors are also missing over a composite video and RF output - monitor connector can't be a problem.
How do you assume that "everything around there seems to be fine". You need to have an oscilloscope to verify the signals, or remove these transistors and test them off circuit, using a transistor tester. On board, you can check all the resistors between GSTShifter and those transistors, up to the connector.
